Permanent employee: higher base cost but loyalty, institutional knowledge, and long-term productivity. Contract employee through staffing agency: all-in cost is 50–100% above basic salary (agency markup covers PF, ESI, admin, profit) but zero statutory compliance burden and flexible exit. Use permanent for core roles, contract for variable or project work.

For a 10-employee company: PF registration and filing ₹3,000–8,000 per year, ESI registration and compliance ₹2,000–5,000 per year, professional tax ₹500–1,000 per year, labour welfare fund ₹500 per year, HR software ₹3,000–8,000 per year. Total basic compliance: ₹10,000–25,000 per year. Non-compliance penalties far exceed these costs.

The Code on Wages (when fully implemented): defines wages more broadly, minimum wages apply nationally, OT at 2x basic rate for hours above 8/day or 48/week, and PF is calculated on 50%+ of total remuneration. The new code is expected to increase effective PF contributions for many employees and restructure CTC packages.
